Gaming How do I catch Lugia/Ho-Oh in Heart Gold/Soul

So I got the Rainbow Wing in Heart Gold and the Silver Wing in Soul Silver. I went to the place where you should be able to catch them, the monk moved out of the way but when I went to the top of the tower/bottom of the cavern nothing happened? What am I doing wrong?

You are close but no cigar.

In order to get Lugia/Ho-Oh in their respcetive games you will not only need the Rainbow Wing/Silver Wing but you will also need the Bell of Tides/Whever it is called in HG.

To get the Bell of Tides two things must be met.

1)You got the Rising Badge from Blackthron City and answered Prof. Elms call then activated the Kimono Event

2)You beat all of the Kimono Girls in battle in Ecroteak City during the Kimono Event.

*I refer the Kimono event as the sequence of Events that occur after you return of Newbark Town to go into Prof Elm's lab, then run into one of the Kimono Girls that gives you the Bell of Tides.

After these conditions are met, return to the top of the Bell Tower/ bottom of Whirl Islands and be treated to a cutscene.
The Pokemon will then appear and you will be able to battle them.

I recommend bringing either allot of Ultraballs and a Party that can take some punishment or a Masterball.
