The 3DS is different.
There actually weren't that many looking into the ps3, and the ones that were were looking in the wrong places. It was Geohot who made the first big progress(which in effect led to the exploit you see now) and it only took him 3 weeks of playing around with the ps3. From there, the PSJailbreak team was able to peek and poke the ram and find out how it interacted with the official jtag module and went from there.
As for this whole subject, its really hit or miss. Some hacker could stumble onto an exploit by accident on the first day. Or it may take years and years for a single person to find something. But the more people working on it, the higher chance of an exploit being found.
