Alright, so I want to know how do I use RetroArch for 3ds using the .cia version of RetroArch. I have the latest firmware version and I have the latest versions of both Boot9Strap and Luma3DS.

-Download the latest .cia release from the buildbot: https://buildbot.libretro.com/nightly/nintendo/3ds/
-Copy the 'retroarch' folder from the archive to the root of your sd, like this: 'sdmc:/retroarch/'
-Copy the 'retroarch_3ds.cia' from the 'çia' folder from the archive, to your sd.
-Install 'retroarch_3ds.cia' using FBI. You can delete this .cia when it's installed.
-Run retroarch found on the home menu.
The first launch may take a while, due to it needs to install at least one core. Please don't turn off your 3ds or quit retroarch during this process. Once loaded, exit though the retroarch menu to save your settings.
Some cores need additional bios files to work, this is specific to each core.
Bios file must be placed in: 'sdmc:/retroarch/cores/system/'

Just put the ROMs on your SD card in a place where you know you'll be able to find them later, then open RetroArch and load the ROM.
This method isn't working for me. I did everything right but retroarch won't boot. I just installed the .cia file and put the whole retroarch folder on the root of the SDcard.

Solved. The build I used from 2020-02-29 wasn't complete, since it lacked cia files for individual cores.
Do I still have to install the retroarch.cia?
Oh, thanks. Finally got it to work. PCSXreARMed core is running fine for games that aren't very 3D demanding. Thanks for the help.
