Hacking How to decrypt 3DS ROM without console?

How would I decrypt a 3DS ROM without an actual 3DS, one that I found online? Since almost all of the keys have been found, I'd imagine I would just use one or two of them. But which one(s)? And are there additional steps?

Not possible to do without a 3ds/2ds that is able to run decrypt9.
It is with the bootrom keys. Idk how you do it, but I know it's possible using boot9's keys.
Also OP, those key mightn't be allowed on here, you should remove the link just to be safe.

1. You can decrypt a .3SD ROM with ctrtool?
2. Can you also convert the .3DS ROM into a .CIA to install via homebrew?
3. is there a GUI front end for ctrtool?

not in the same method as GodMode9 and similar tools, it can just read encrypted titles properly and extract decrypted contents from it.
2. Can you also convert the .3DS ROM into a .CIA to install via homebrew?

not that I know of, though none of them will probably support newer versions properly yet.
