Did such a thing ever exist?

For the 5 weeks that game was sort of popular I never saw one; we mainly saw them for big RPGs, games with lots of loot and whatever else where save editors make more sense.

Nobody is likely to make you one so you have three main approaches

1) Cheats, which have the benefit of probably already existing. You don't need 9999999 money and whatnot. You can happily change whatever the payload of the cheat is into something of your choosing, and can even go lower if you want a challenge. Failing that cheat + turbo + savestates on an emulator will allow you to speed through a game to get back to where you might have been for a lost save.
You often can also do things like change names, and more subtle things with cheats than the infinite lives/ammo/time/potions thing most associate cheats with.

2) Savestate editing. Basically cheats but you edit a savestate instead, can be a bit simpler for some things if you can't have a cheat always active (though by the DS it had all sorts of conditional cheats compared to older things).

3) Poor man's save editor.
Most saves will have a hash/checksum involved with them, and the DS will usually be completely custom and up to the devs what they do (later systems might have their own save format that is known and can be edited accordingly).
You can figure this out ( http://www.romhacking.net/forum/index.php?topic=33378.0 http://www.romhacking.net/forum/index.php?topic=33218.0 for two somewhat recent things covering things here) or you can figure out how to disable the check (usually after the save is loaded will be a pass/fail check and you then always make it take the pass route, which is comparatively easy. Bonus is the game tends to fix the save hash/checksum for you when it saves next time so you can put that back on a cart or unmodified game).
Anyway the same techniques used for cheat making (change something, compare, change again, compare again) are used once you figure out what you are doing about hashes. You can also do things like follow saves as they land in memory after loading and then use cheats if you wanted.
