Only one build of NeoDS is compatible with the EZ3in1, it's this one :

With your R4 model, you need to bypass your firmware with a homebrew loader compatible with the EZ3in1, to do that you have to use YSmenu or HBmenu v0.4.1, for me, since you are trying to do it, I think the simplest way is to use hbmenu, download version 0.4.1 of hbmenu which is there:
https://dlhb.gamebrew.org/dshomebrew/hbmenu.7z
1. Put the hbmenu .nds file on the root of your sd (you can rename it if you don't want to get another BOOT.nds file)
2. Put the NeoDS .nds file anywhere you want on your sd card (same, you can rename it if you want to use few NeoDS build and don't be confused by the same names of different builds for example rename the NeoDS.nds file wich is compatible with EZ3in1 by NeoDSEZ.nds)
3. Put your neogeo roms that you want to use with the EZ3in1 build of NeoDS on the root of your sd card
To sum up :
1. Put your hbmenu .nds file on the root of your sd and rename the boot.nds by hbmenu041.nds
2. Put your NeoDS EZ3in1 comp' on the root of your sd and rename it by NeoDSEZ.nds
3. Put your neogeo roms on the root of your sd
Note :
1. Renaming the .nds files is not an obligation but greatly facilitates organization, particularly if you use several versions of launchers and several versions of the same emulator
2. the compatible version of NeoDS with the EZ3in1 can only view 64 roms placed at the root of your sd card, this is why version 0.2.1 is complementary to benefit from the rest of the neogeo romset and it is also for this reason it is simpler to rename .nds files so as not to confuse them
This for me is the simplest and most effective solution, I hope you will finally be able to make it all work.
I also hope I was clear in my explanations.
If it works, all you have to do is sort out the roms you want to use with the EZ version and with version 0.2.1 which will allow you to play the other games in the catalog, I still recommend that you favor the fighting games and some other games that are a little resource-intensive, notably those mentioned in the few lines above the screen print in this post:

After that, if it still doesn't work, you will have to seriously ask yourself whether the problem is not a hardware problem, which involves two possibilities: either it comes from your EZ3in1, or it comes from slot-2 of your DS, to check, you will first have to test other homebrews compatible with the EZ3in1, in the second case, you will simply have to test a GBA cartridge in slot-2 of your DS
