Ok so I have python and I tried opening the 3DS-NUSD.py file but it opens a command prompt then closes it. Should I use the python version it was made using?
Why didn't you say so? Are you running it by double-clicking it?
Instead, type "cmd" (and then Enter) into the address bar in Explorer to open a command prompt. Then type "python 3DS-NUSD.py" and see what happens.
Speaking of python, I'd have both python 2 and python 3. Some things require one or the other. Put python 2 and it's scripts for pip first in every, then python 3's. That will make python 2 work with python command. Then make a symlink with a python2.exe, so it will also call python 2. Do the same with python 3, so that python 3 is called with the python3 command. You can even do python4 with devkitpro as long as the bin folder is in ev.
Good advice in some cases, perhaps, but in this case one can just look at https://github.com/WiiDatabase/3DS-NUSD which plainly states Python 3 is required.
If python3 is first in environmental variables, it will use its python command first, but an mklink will call it with python3 command instead of just python.

yes, do the same for each missing module.
btw, if there's a requirements.txt file you can do pip install -r requirements.txt iirc, and it will install everything.

That throws a “Could not find a version that satisfies the requirement cryptodome” and “No matching distribution found fort cryptodome” errors
