That's interesting. I guess you can't underestimate the usefulness of mods in all sorts of games either.PC will tend to come with free multiplayer, better control customisation, easier cheats, more/infinite save slots, mods... and probably be cheaper too.
As far as graphics go in the modern world now everything is software rendered then other than really high res/long draw distance in some games (4k consoles are a thing but it is mostly a gimmick, 4k PCs are not and the games will scale automatically) then no. You will not be getting higher detail textures, more shadows, more enemies on screen... like you do when looking at 3d games unless you are comparing a 3ds port and PC one or the devs of one of the ports are truly incompetent.
I don't really consider using plus a valid option since that would require going through sony. I'd rather have full control if possible. I miss memory cards.If you are on plus then they will auto upload to Sony's servers by default, though you can disable it should you so desire.
Also USB should be an option.
In my experience they often run better (consistent 60FPS) on consoles. Since PCs have so many things running in the background that could cause microstuttering or lag spikes. Consoles have at most some online services running in the background along with a menu system and a large portion of the system resources are reserved for games only to ensure that the gameplay is smooth.Such as stuff like the upcoming Labyrinth of Refrain.
