Is there a way to get CFL_DB.dat off an SD card image?

This is the Mii database file from the "extdata" folder. I expect it's going to involve decrypting. I have the moveable.sed file which I think is what's needed to do user data decrypting.

After that I think I'm all set to move the Miis to another CFL_DB.dat using 3DS Mii Edit Tool, as they can be exported and imported individually as .3dsmii files.
