Microsoft preventing emulators from running on Xbox's Retail Mode

Microsoft has been dealing with a lot of iffy applications and software running amok in their stores since they enabled almost anyone to get a hold of development access to their systems starting from the Xbox One console (done mostly as a detriment to avoid their systems getting hacked, like what happened with the Xbox 360).

Due to that, there has been a constant fight between devs and Microsoft to get rid of those unauthorized applications from appearing in their store. Some might have seen some threads going around about RetroArch running through Retail Mode on Xbox consoles, and while RetroArch did end up in the store from time to time, the people in charge of the port had to constantly deal with Microsoft taking down the application constantly.

However, it seems like Microsoft got tired of this game of cat and mouse, and has finally decided to disable and prevent running any type of emulator application from running on any Xbox console altogether, with any attempt to launch an emulator app throwing error code 0x87E1002D.

The developers have shared the recent news on the Xbox Emulation Hub Discord server with the following:

If you want any hope of Retail Mode emulation ever making a comeback NOW is the time to fight them on it.
Take it to Twitter, take it wherever you can and complain to Xbox about this decision.

So what are our current options for emulation on Xbox?
- Dev Mode is still very much an option.
You can either pay the stupid $20 / €20 fee, or you can simply make a new account set to TURKEY and pay $2 / €2, literally 1/10th the price.
- If your currently installed retail mode apps still work.
This will likely not last long, and they probably already don't work anymore.

-Will continue doing retail mode uploads from here on out?
Probably not. Unless this gets resolved, I'm going to focus on publishing weekly Dev Mode updates in #dev-announcements with our specialised cores for RetroArch.


While running the emulators through Dev Mode is still viable, it is unknown if Microsoft will tackle Dev mod next in any capacity, and it's still unknown if running applications like these from Retail mode will be available at all in any foreseeable future.

But let me guess, you have an Atari 2600, Intellivision, ColecoVision, Atari 5200, NES, Atari 7800, TurboGrafx 16, Sega Genesis, Super NES, Atari Jaguar, Sega Saturn, N64, PS2, GameCube, Xbox, Wii, and several more consoles all connected to your tv because you "buy a system to play said systems games".

I don't think it's just emulators. the ftp app has the same message, even though it can't access the most important files on the C drive. you can access them with advanced file explorer. there's a legit version of this app on the store, which has a button combo iirc to link you to a full access version of the app on the store. this does have access to C. it's probably too late to get it now.
because owqning a device and you deciding how open you want it to be is not a legit thing.

Wild, wonder if they are going to come for dev mode next.

They did. And everyone bitched and MS backpelled and said it was a "server maintenance" issue despite not everyone getting "flagged". They were kicking off accounts that were not actually developers (emulator enjoyers) and very much knew what they were doing. I think after the backlash they realized that if they took our emulators away and fucked with DEV mode, there would be hacks...and I think they cut their losses and backed off.

Do you really have to pay 20 dollars for dev mode? I remember getting it for free on my Xbone. I dunno if this was asked before, but I don't feel like checking 7 pages.


Also, part of me hopes they do revoke dev mode for everyone, so hacking teams can get inspired to hack the Xbone and Series consoles.

there was for a while it was free with a student account or something...I remember I didn't pay anything (got super lucky)

I've mirrored the retail experience, but you still have to go into dev mode to do so. I found this information, but you have to go into the xbox portal, settings, preferences, and change dev home to retail home. you can also have it default to game between app and game when installing something new. you can enter xbox portal from this "home" menu in case you want to revert back:

I do agree they probably be able to sell more units if they allow people to run these emulator on retail mode.

the only way I could find to simulate it was using retail dev mode or maybe retropass iirc, which will emulate the home screen. still need dev mode for either though.

I don't think gamers have reflected that the Microsoft direction for the future, won't most likely include a console at all. They are putting all their eggs on the GamePass which will run on any device. I bet they want it available anywhere, and they wouldn't have to worry about designing new hardware along with its costs. They can keep running everything in the cloud.
In essence they don't care about the particular xbox gamer, they care about the availability. That's the reason there are no games. Xbox branding stays as a service, and once it gets going first-party games don't matter.

Windows will still sell and games developed for it have no problem running on other consoles.
Eventually Nintendo and Sony would have to integrate GamePass. Microsoft takes fees from both. Watch out for this space!

Microsoft unblocked my dev account. But they wrote in an e-mail that I had to publish something in their store (90 days). What's the easiest way to publish something on their store?

I'd ignore it. they sent something like that a while back, then renaged on it. they would've gotten hacked if they had followed through with it.
