I'm really sorry, I know this has already been answered many times --
I'm on MacOS and I downloaded all the necessary files including java 8 update 281 which is in a folder on my desktop, the javafx files which are in a folder in the java update 281 folder, and the 2.9.6 forwarder jar. I was able to get that to open, but of course couldn't get the cia to be made. I tried the the chmod +x make_cia, but since I didn't have the file in the folder (it didn't seem to come with it?), it wouldn't let me. I went ahead and found that file on the original github, put it into the same directory, and ran the command on it, which turned it into an executable file. I tried using the forwarder again, and I still wasn't able to get it to make cias for me. I shortened all the names of my ds roms to 2-4 characters each .nds. I updated the file directory to remove the volumes/card/ etc. I put my roms into a folder roms/nds on my 3ds sd card, and ran the forwarder on the roms in that folder. Is there something else I was missing? I would try it on windows cuz I used to have it actually booted up on my mac, but right now I really only have windows on a virtualbox and I'm not great at making it do normal computer things and am not super optimistic about making it recognize my usb and running all the stuffs from there... plus the jar wasn't being friendly to me when I tried to run it from there tbh

I was able to make a .cia just now... I haven't tested it, but here's all I did, and this may be useful to pin at the topic for other mac users:
I'm on MacOS Big Sur. I had to go into System Preferences > Security & Privacy > Privacy > Full Disk Access Permission and enable java for full access. Thank you to the redditor who solved that problem for an unrelated issue a while back. Hope this helps someone!
