Hacking Ocarina Code Manager for PC

I'm looking for an Ocarina code manager that is for PC. I've searched all over the place and I can't find it! I've seen it in videos, such as this one. I don't know... maybe I'm blind but I just can't find it anywhere!

Could someone please give me the latest and best ocarina cheat code manager for PC?
