On Wii (and 3DS) NfS The Run is not open-world. However, I suggest the latest Driver game for Wii. It combines driving and shooting in an open area (and is very different from the other version which are more GTA-like games)

the progression is pretty good too, horizon 4 doesn't really have the same feel, where you have to gain followers to level up each of the festivals and unlock more events
but he doesn't want to install windows 10 so horizon 3 isn't really a good pick either
