Hardware poor local play connection

have 2 n3ds's, B9s 1.3, luma 8.1.1, FW 11.6.0 and my plans were to enjoy a weekend of multiplayer madness with a friend. while trying out some of the games, I noticed that for some reason the 2 3ds's couldn't hold a stable connection locally. It is odd because I had been able to do that before (though prior was with A9LH, luma 6.1.0, FW 11.2.0).

Now I'm trying to figure out why the poor stability is occurring.

Games it has affected are as follows
Bomberman DS
Zelda 4 swords
Kirby Fighters deluxe
kokuga

Edit: So I have been doing some tests and found that if I enter luma menu and set the n3ds to increase clock speed, I'm able to stop the stuttering in bomberman DS and maintain a good signal. Now one of the games we plan to try and play is final fantasy ex, a game which tends to crash with the 3ds is being overclocked. Is there a way to turn off the extra running programs to allow for more memory to the game. I tried and I can access rosalina menu in game, on menu, pretty much anywhere. If I could disable it, it should theoretically give me enough processing power to maintain a good connection.
