Hacking Possible to transfer installed CIA's from Old 3DS to New 2DS?

Hello i recently hacked my Old 3DS about a month ago and installed about 10 .CIA games with FBI, and i just got a New 2DS XL. Is there a way to transfer the pirated games to an unmodded New 2DS without CFW? If not, is it possible with CFW? Copied save states would be ideal but not really a necessity.

For pirated games and homebrew titles, the (target) system receiving the Nintendo 3DS folder must have custom firmware. They will not launch due to nonlegit titles with fake tickets failing the open firmware's signature checks.

You can also elect to share or clone the Nintendo 3DS folder between two or more systems.
