Looks like ArchLinux (the "Kernel:" line gives it away) with tint2 (bottom), conky (right) and... I'm not sure what that is in the top left corner (Cairo-Dock? I'm curious now) using something like openbox or fluxbox for a window manager.

Yeah, you got it exactly right. I'm using Openbox as my window manager, and that's Avant Window Navigator in the top left.

I tried Cairo Dock for a while, and AWN still gets the job done on less resources, but you lose a lot of customization.

Well, you could get any Linux desktop to look like what I posted in that screenshot, no matter what desktop environment/window manager you're running.

For XP there was Litestep and bbLean (and other blackbox variants), however I can't comment on their Win7 compatability.
