Hacking question about transfering nind back after dsi game injection

If you can remove a nind with a system format, then why do we need to system transfer back or call ninteno to move the nind?
Could you not just remove your nind on the target console, and then use it on the source?

An NNID can't be moved without a system transfer or calling Nintendo, it is linked server-side. Formatting only makes it inactive so you can create a new NNID or sign back in to an old one that is also linked with the console. If you try to sign into an NNID that isn't linked to the console you'll get an error message saying the NNID is linked to another console.
