Homebrew region removal lock question

so I just finished installing A9LH on my Japanese 3ds. Upon reading Luma3ds' other features and notes it says that

• Region lock removal (region free), to run out-of-region cias and cartridges

I can just go and install a US cia right? Is it safe to play online? Also should I keep the region or ditch it and region change? Thanks!

If I"m not wrong you can play out of region digital games and cartdriges, and also you can play out of region games Online if you agree the EULA; without change the region for most games.
