.cia files are the installable versions
.csu files are the game card images. (same as.3ds)
There's some stuff here I don't have, which is nice.
And no, renaming the .csu files to .3ds won't make the .csu files work with gateway.
When rebuilt properly they can be run on retail units, but I don't expect GW's CFW to allow that.So with this release, how is it beneficial to the homebrew scene?
I'm guessing that since this for the dev kit, there are some low level stuff going on so it should be rather helpful?

Low level stuff? They just interact with services which allow them to do their job. The only thing special about them is that they have access to these services.
