I can't find it at all on the PS store, and when I try searching online, I don't see any solid proof of whether it was delayed, or etc. Anyone have any idea?

PSN updates in the afternoon so it might not have been out when you checked. Its out right now for US and downloading it right now. EU is having a 1 day delay due to issues.

This will have to wait since I don't have 15 bucks to spend on a balance update and 4 characters I'll most likely never use.

Dont waste you $$$ on this... its not called arcade edition its called ass edition cause the game is out of whack and unbalanced and the nerfed most characters and rank matches have oni akuma and t hawk armys that are a bitch to beat

If you dont want to pay full price, you can always look for a share group or something.

Personally started one myself and got 12$ back in paypal, so i pretty much only paid 3$. (And ended up buying a used SSF4 today). While some of the stuff feels pretty broken, im liking the DLC.
