I know this is hardly relevant anymore but I'm gonna say it anyway:
Judging by your OP you were expecting a full Mario experience on mobile devices? Gaming on mobile and gaming on actual dedicated hardware are treated as two very different things to developers: Mobile is supposed to be a "short bursts" kind of thing, while consoles are for longer play sessions. I think Nintendo predicted that not as many people would play a full Mario on phones and stuck with a level-based runner, mainly to keep the feel of Mario's level progression but also to say, "Hey, the levels are short, you don't have to be dedicated to the game for long play sessions."
If what I said didn't make sense, I'm sorry, I'm bad at wording things.
