Leaving aside conspiracy theories about HAARP for the moment, the official application itself is extremely interesting. Irreplaceable conspiracy enthusiast - Jesse Ventura - requested access to the facility, but was turned away just before the gate. The European Parliament and one of Alaska's administrative bodies also became interested in the project when both were alerted to the potentially dangerous activities of HAARP.
Why does HAARP attract conspiracy supporters so strongly? The reason is very simple: despite the theoretically open and public nature of its activities, HAARP operates in a very discreet, almost secret form. People who want to visit the facility (including scientists interested in research) are turned away, and the area around HAARP is patrolled day and night by unmarked cars.
