I have a question about romfs editing:
let's say that I have copied and edited some files from romfs folder, can I put those edited files back to the 3ds easily as easy as dumping them to the sdcard?

It would be easier to just use lumas layeredfs. Repacking the full romfs would require you to rebuild the entire cia afaik.

I'm trying to get something settled. Using godmode9, dumping an installed game from SD to .CIA (standard).

Recently I find a lot of "install CIA and import seed" to get a game to work. If I don't import the seed, the game doesn't work, but if I do import the seed, it's fine, so encryption, I get that.

But if I then dump that game to a new CIA, I can install and run that game on another 3DS (that has never had installed or run that game before) with no issue, without any import seed. So as far as I understand it, doing this results in a CIA that's no longer carrying that extra encryption.

If so, I have to wonder why anyone dumping a game wouldn't go that extra few seconds effort to do it properly, but having no confirmation that I'm right, it's hard to understand fully.

My experience tells me I'm right, any thoughts?

The game, update, and DLC CIAs are separate. You need to dump and install all of them.

The updates are in SysNAND SD/title/0004000e according to this guide,

The DLC is located in SysNAND SD/title/0004008c
Dump the titles that match the titleID's of your updates/DLCs you want to dump.

You need to go into the game folder and select the .app or .tmd and build the cia from there. The cias aren't just in that folder.
For example, for dumping animal crossing new leaf I would go to:
SysNAND SD/title/00040000/00086300/*.tmd
For its update I would go to:
SysNAND SD/title/0004000e/00086300/*.tmd
And IF it had dlc (which it doesn't as far as I know), I would go to:
SysNAND SD/title/0004008c/00086300/*.tmd
