You will never get a definitive answer:P. However Max performance(1758) CPU is tested by devolopers i would consider it the highest safe overclock for CPU, anything above that is listed as unstable. For GPU anything up to 768 docked mode as your switch uses it by default in the dock anyway. As long as your at or below those rates the switch should be fine. The chip is by default underclocked to give extra juice in handheld mode. The battery will drain quicker on the go, that is the only real con. If your quite paranoid, you can apply thermal paste for better cooling, but again pretty unnecessary as the switch is designed to reach much hotter temps than it does anyway. Unless your playing Botw with 2.0 cpu overclock 12 hours daily, no need to worry.

1785 for CPU is not needed. Very few games will take any performance gains from going above 1224 (Sometimes going higher can solves issues with framepacing)
GPU OC can help to some extent with high demanding graphics or if you want to achieve higher framerate.
OC for RAM to 1600 is always appreciated by games. :P

So don't go above 1224 for CPU, except if GPU didn't solve your problems.
You can go as high as you want, if you doesn't care about loud fan.

I wouldn't go above 460mhz GPU + 1581mhz CPU in handheld without a charger. If it's docked/charging you can go as high as you want.
I always have my switch on the charger so basically im going to stay at max performance and have the gpu on docked while im playing gamecube and wii games I hope one day a native emulator will come out for horizon os which allows us to run those games better but for now im at 1785 for cpu and docked stock for gpu
