Honestly? I think a lot of you guys know my track record with hopping in and designing builds as advice, but it's just logistically and economically not WORTH it to build a PC right now, unless your Craigslist skills are laser tuned and you get the lucky break of a lifetime. He really should be going for either a custom prebuilt or an upper-midrange laptopIf you have never been to this site it is pretty good if you are considering building a PC

There are a lot of guides for specific price ranges. Although $600 is a little low for a good desktop. Can you save up a little longer? If you can it may be worth it to get better specs.
If he needs it for gaming, a desktop is better. If he needs it for office/internet/movies, a laptop is better. A recommendation comes down to what he needs it for.
