this is a new puzzle game by Compile Heart, which I believe is composed of a bunch of former staff members from Compile (developers of many shooters and Puyo Puyo games) - it's supervised by the Puyo Puyo creator Moo Niitani. it's going to be released in the US as "Octopuzzle" but I suppose language won't be too much of a barrier in a game like this, once you figure out the rules.
edit: i might also mention, because i feel like it (also a bit drunk) that the name "Takoron" is a pun on the japanese word "tako" (octopus) and "koron" (onomatopoeia for rotation, more or less) which appears in the name of many puzzle games like Mawashite Koron (DS) and Kollon/Koloomn (PSP)... so the US name is pretty much going the same way. yes!
