I have noticed this in Winning Eleven.

Go to wifi, wifi setup, add new connection.

What is this spinning red and orange icon supposed to do?

It`s for a certain type of Wi-fi router. It`s basically an automatic setting if you have a router or card that supports it. I doubt they exist outside of Japan, so it`s basically a waste of time for you.

I hear they`re used often at wi-fi hotspots, but only in Japan.

Hmmm. Interesting. I was hoping it was some kind of a Wii interface. Or that it had something to do with Konami's intention of organising official wifi tournaments. But I had seen it also in Touch Panic.
