I could on my psp as long as I didnt activate the cfw

To gonna echo what Ericjwg said: JUST CHECK THE GUIDE. It's through, in-depth and pretty much holds your hand throughout the process. Yes, if your system is on 11.3 then you can install cfw on it. Go to https://3ds.guide and follow the steps that corresponds to your system.
Um dude, all we're saying is go to the guide and follow the instructions that corresponds to your system and firmware. If you follow the guide exactly, a brick is virtually impossible.
Sorry I just mean I should have been asking this in the correct posting. I appreciate everyone's help. I just want to make sure I don't mess up my 2ds. I really want to play DBH UM2 Translated is all.
You'd be better off playing UMX. It has everything from the first two UM games plus extra. That and the translation for UMX is alot further along.
Oh yeah, I'm part of the QA for it. There's a good bit translated already. Arcade Mode is going slow but steady.

@K3Nv2 I got some cheapies at wallys, that are pretty good, already have lost a few expensive ones (one falls out and gone, can't find) while cutting grass so bought some cheap ones, and of course never lose these cheap ones. (Cheap meaning only $35, compared to air buds which I only have 1 of 2 now)
