It's in the valley, on your way to the Sage Temple/Forgotten Temple/the temple that you go to when you complete 120 shrines. It's run by a Goron.
There's also shield surfing/Sonic Wild Adventure Breath 3-D, run by a lady who pissed me off with weak equipment. It's out by the Hebra-area.

there's a ton of mini games the only prob is the prizes are usually just shit money prizes which you don't really need. unlike previous games where you won a heart and at least they gave you a reason to do them.
