DLC not working after installing game of a different region

Hi all,
I've recently uninstalled two EU games and their DLCs and reinstalled their USA versions to benefit from database cheat codes.
Problem is, DLC on both games no longer work.

I've tried deleting EU games and DLCs through 3DS data management and scrubbing their respective tickets via FBI before reinstalling, but DLC still don't appear to be working.

Is there anything I might be doing wrong?
Is there any debug log I might be able to provide?

The Games are Etrian Odyssey V and Strange Journey Redux.

Make sure they the US DLC not EUR DLC

Does the dlc appear as installed in fbi after you install it? Also make sure you have the game update (of that region) installed as some dlcs require it.

Yes they are US DLC for US games.

The games have no updates that I know of (also the DLC were day one)
DLC do appear to be installed.

In FBI, Strange Journey and its DLC both have a North American region
Etrian V is listed as "region free" (which is weird) and the DLC is North American

I forgot to mention that I'm using a European N3DSXL, maybe that has something to do with it
But I'm also using a US copy of Shin Megami Tensei IV on that console and DLC work fine

I forgot to mention that I'm using a European N3DSXL, maybe that has something to do with it
So the dlc is installed and just doesn't appear in the game? Don't think it's a region issue, since the game launched. But if you want to try it, run Luma Locale Switcher and change the game's region, it might make a difference but not guaranteed.

For Etrian V the dlc only shows up after you achieve some things in the game. For instance Exp/Money DLC Quests are only available after you complete the council's exam and so on.
Yeah I know that, I'm checking if I have it with the portraits and the FM Music selection

I did a full wipe of the games and tickets and reinstalled everything with new CIAs (from hshop), still no DLC appearing.
Locale Switcher doesn't fix the issue

I don't know what I'm doing wrong :/
EU games and DLC worked first try but there's no cheats for them in the database sadly

    @BakerMan - you can still "own" digital media, arguably easier and better than physical since you can make copies and backups, as much as you like.
