FBI has an awful UI and it's great for ruining a console with its ability to uninstall NAND titles.
It's a specialized tool, not meant for simple CIA installation.

DevMenu is way a lot better for that.

There is no *best*. Depending on your needs, it is essential to have both FBI and BBM(or Dev menu). FBI doesn't seem to handle DLC properly. At the same time, it does so much more, like install your choice of a bunch of different MSET rops... not to mention the ability to delete stuff so you can install older versions (I know it's supposed to give you the choice to do that automatically, but it doesn't seem to do that for *every system file)

I really like FBI and support open source. However, I've run into some strange errors on occasion that don't occur under BBM. I tend to use BBM more in real life situations.

I'll vote FBI, because open source.

FBI and BigBlueMenu are both great picks. I voted FBI because it's the one I'm using currently tbh. Although I should pick BigBlueMenu because the name sounds cooler to me. Eh, it is what it is. ^_^

I couldn't install DLC CIAs with FBI, but I could with BBM. That's good enough to get my vote.
