Considering its a DSiWare exploit and DSiWare runs on the TWL firm, I'd say yes, you need it.

If you can't run DSiWare then this wouldn't work. Though I've heard there's a separate exploit soon...

Yes. You have to boot an dsiware exploit title in the un-hacked console.

You have to exit httpwn. Then START then press X.

If you reboot the system, httpwn will be erased.

Make sure your wifi is on through the entire process as well.

It probably isn't a good idea to update to 11.2, mostly because a k11 exploit (which would let us install dsiwarehax without another hacked console), slowhax,was patched in that version.
