You can use ntrboot to install B9S on an A9LH system, yes. However, the process of using A9LH to install B9S is a little easier.
With ntrboot, you have to go through the process of using a compatible flashcart that's been flashed appropriately, use a magnet on the 3DS to trigger sleep mode (no magnet is needed for the 2DS), and turn on the 3DS while holding down specific buttons in a timely manner. If you don't manage to load ntrboot successfully because you didn't time letting go of the buttons properly, you have to try the process again.But using the NTRpack http://gbatemp.net/threads/ntrpack-pc-less-b9s-install-using-ntrboot.481141/ it seems like using NTRboot makes everything just so simple.
If there were no issues with the nand being corrupted, it seems that NTRboot can virtually do anything. Upgrade luma accidentally while still on a9lh? No problem, just NTRboot it.

That is correct. Again, I don't know why you're over-complicating the process when you already have A9LH you can use, but that's your prerogative.Also, I can just chuck the secret_section.bin file in there anyway so that safeb9sinstaller will detect if it is needed and use it when required right?

You need equal access to the files on the SD card with either method, so that makes no sense. For example, both methods require the B9S install files in /boot9strap/ on the SD card.Its because I'm doing it for my friend. I know its complicating the process but it results in a process which can be done on the go without access to a PC
