Hacking Region changing, ban, and several questions.

My n3dsxl is a japanese one. I already have 1.2 b9s and luma 8.1. For around 1 week, I still cant decide what to do with this console regarding its region. My questions are:

1)banwave, I heard that playing out of region game online will get you a ban. I will most likely play US games on my 3ds. Does this mean I should do region change to USA minimize the ban risk?also, is this true?

2)I heard region changing break several things. Like e-shop and reboot patch. I dont mind e shop but what exactly is reboot patch? and what sort of other complications I will have by changing region? Do you recommend region changing?

3)I have several NAND(pre region changing) back up now. Lets say I change my region to US, then things went bad. If I restore NAND, will it return to japan region too? Or do I have to do the region changing procedure again to japan region?

I don't think anyone has ever been banned from playing an out-of-region game online, but it's possible Nintendo can detect it and use it as evidence of CFW in order to ban you. So, it's not recommended.

I don't recommend region changing because of the possibility of conflicts. Every time you run into an error, you're never going to know if it's because of the region changing or something else.

Restoring the NAND will restore it to whichever region is was on when the NAND was backed up. So, if you restored a NAND backup you have, it would revert to Japanese.

As long as you dont have spotpass on. You wont get banned. Games with RF (region free) patch is pointless. Regardless of your NAND backup, you will still have the same LocalFriendCodeSeed inside each NAND unless you manually change it to another NAND backup. If you get banned in 1 NAND backup, the rest are banned when you restore. Other than that, I don't recommend region changing

Even with the proper Spotpass and Friends List settings disabled, playing online with an out-of-region game still poses some risk. A ban is still possible, although it doesn't appear to have happened before. Some out-of-region games will also refuse to work online, resulting in an error code.

Actually, I do not want to change the region too...I was given this same advices around when I just finished hacking it. But at the time, I still dont know about the banwave and the out of region thing. Oh the dilemma. Stability vs banning.

A ban is unlikely if you disable the proper Friends List and Spotpass settings, but it's not 0%.

Not every thing will be fixed. eShop (for some devices) will not work. There us nothing to be done about this. I don't really recommend region changing because it causes problems.

So it's safe to play out of region games as long as you don't go online? Because I'm planning to download Pokemon Moon with Ciangel, but it's EUR and I'm in the USA and it doesn't have a USA download. Sorry if I got some really obvious things wrong, I'm pretty new to this. Thanks!

The general consesus is that it is not safe to go online with a game of different region than your console. It is probably wise for you to try and get the US version of the game to match the region of your console in order to avoid possible ban(it is a pokemon game too which is more prone to banning). The risk is yours. Good luck.
