There will probably be ways to launch the web exploit without actually connecting to the internet. The backup loader portion isn’t free, and that’s the main point of using SX. Otherwise you may as well just use hekate.

SX itself is free to download and you can use it to launch the hbmenu for free. The backup loader requires you to buy a valid licence, however. This is the case whether or not you have the dongle. No licence, no backups. Given that hekate does a perfectly good job of running hbmenu, the main point of using SX is its backup loader.
As for why people want to RE it, TX have obfuscated the code to make it as difficult as possible to be casually read. It's a good challenge for developers, especially those who don't agree with TX's practices.
