I'm pretty sure ever since the 11.8 update, every time I try downloading a game from the eShop, I get this screen and it reboots. Any way to fix this?

Title ID of 0004013000001502 is your AM (application manager) system module.
Are you trying to download games through the Nintendo eShop with spoofed or fake tickets? In other words, did you use something like TIKdevil to install your tickets?

Heh, that's like the most ballsy move you can do in recent events of the 11.8 3DS firmware and Nintendo CDN server security measure.

Are you trying to download games through the Nintendo eShop with spoofed or fake tickets? In other words, did you use something like TIKdevil to install your tickets?
To elaborate on this. 11.8 backported Switch's DRM schemes. Downloading from Nintendo's servers using fake tickets(Tickets that are not yours) is no longer possible.

That is probably why you are having issues.

Now you have to download them from elsewhere, install as CIA, and don't use pirated games online. Legit eShop titles should work though.

Xenoblade, and I got the cfw ban and it's still in effect, but I don't really care about playing online. It seems I can't download other official purchases either...

Xenoblade was your legit game?
There is a list for games that restricted to download and could crash your 3DS if you tried to download it using freeshop, all first party games are protected, and some new games are also protected.
So if I deleted freeshop, there is no way to redownload my purchases? I even tried downloading old apps/games I purchased like YouTube, Netflix, DSi ware, virtual console games, but no luck.

If you deleted the NNID that was associated to the console when you made the purchases. Then yes, you wont be able to redownload said purchases.

No, I never deleted my NNID

A checklist to determine if your download issue is due to bad SD card hardware.
  1. How much free space does your SD card states it has? Do you have enough space to download your games?
  2. Have you ever checked if your card is real using H2testw in a Full Write + Verify test?
  3. Perhaps try downloading from Nintendo eShop using a different SD card?
  4. Does installing a *.cia with a size comparable to Xenoblade Chronicles 3D (2.15 GB) goes through in FBI?
If you established your problem isn't the card itself, try backing up your current SysNAND before proceeding below.

Downgrade + Upgrade with one of these options:
(A) with a backed up SysNAND *.bin on an older firmware last known to work in eShop.
(B) through CTRTRansfer.
(C) by SysUpdater and that darth site for firmware package.​

After downgrading, upgrade your 3DS back to 11.8 firmware using System Settings and check if this resolves a possible software problem with eShop and AM system module. If results do not improve, restore your 3DS with your backed up current SysNAND image.

maybe the ban you have is the ban that restricts NNID access?
I have full access to my NNID, I can change it's settings and go on the eShop, I'm just not able to install purchased games, which really sucks

Better yet, do yourself a big favor and just download the cia from some site. You said you are banned so there is really no good reason to download your legit game from the eshop.

Does anyone else have this problem at all, or is it just me?
Most the people who frequent GBAtemp are aware of the situation with 11.8 and are waiting to update.

Yeah I do have a bunch of tickets I've installed by using freeshop and tikdevil, so I'll delete the ones I'll never use again, and yeah I guess you're right, I could just download cias from the web, but, I'll miss downloading software from the eshop...oh well

I tried re-downloading my copy of xenoblade chronicles on e-shop and so far its downloading w/o any problems (sleep mode download)
I also have a cfw on my n2ds.

    @The Real Jdbye, I thought about that and I have blank DVD's and Blurays but honestly after like 90 songs I just listen to it a couple of hundred times toss it out and burn something else or have like 2-3 CD's. Florida here the heat in the car tends to ruin the CD's after like a few months even commercial pressed ones don't last too long.
