Check the fuse count, it must match in OFW
Make sure you have libsys_lp0.bso

My fuse count is 9 for fw 7.0 from when i updated before downgrading

They wouldn't be able to boot at all into OFW 6.1.0 if they have 9 burned fuses.

If fuses are burned above fuses needed for this OFW, then sleep mode works only in CFW (newest versions, older doesn't support sleep mode for downgraded FW)

Wrong. Latest atmo and even hekate already support sleep mode on any fw with any fuses burned.
