My fuse count is 9 for fw 7.0 from when i updated before downgradingCheck the fuse count, it must match in OFW

They wouldn't be able to boot at all into OFW 6.1.0 if they have 9 burned fuses.are you booting cfw from hekate?

(I.e. restore from previous Nand + boot0/1 or with the manual Nand reconstruction?)

Wrong. Latest atmo and even hekate already support sleep mode on any fw with any fuses burned.If fuses are burned above fuses needed for this OFW, then sleep mode works only in CFW (newest versions, older doesn't support sleep mode for downgraded FW)
