Hacking Cant install cia games using FBI

hi i have been having this problem with my 3ds using different cia games and i always get this error
Failed to install CIA files.
Result code: 0xD8E0806A
Level: Permanent (27)
Summary: Invalid argument (7)
Module: AM (32)
Desc: Cert signature or hash check failed (106)
now my brother also has a n3dsxl like me and we installed cfw the same way last week
using the same cia files he was able to install these games while i keep getting this error
i am kind of at a lost here since i am a complete newbie at this and i could really use some help as to why this is happening
we both have new sd cards 32gb both of them tested and formatted as requested same cfw
now please like i said if you can give me dumbed down explinations i would appreciate it as i only started doing this a few days ago

also i would like to add
fbi doesnt recognize version or region of the cia files
nor does it display their logos
i dont know why this is happening as i stated the same files were used in my brothers 3ds and worked perfectly

What cfw are you using. Have you ran H2testw in your sd card to verify its working fine and not a fake card ect

Try formatting the card with SDFormatter: https://www.sdcard.org/downloads/formatter/

i did as you asked and the problem persist
i must add this isnt a single game im having this problem with
its all the games
apps for the most part work (all the apps from the finalazing install in the guide and retroarch worked good)
is it my own 3ds the problem? or the cfw?
perhaps there is another way to install .cia files that isnt fbi?

Try running Check Disk on the card after you get the error in FBI. Maybe the files are getting corrupted for some reason.

Are you using arm9loaderhax (a9lh), boot9strap (b9s), or something else? (if you recently followed 3ds.guide, you're likely using b9s)

Also, is your Luma CFW up-to-date? Please hold Select when you turn on your console, and tell us the Luma version you're running.

how do i run a check disk on the card?

im using b9s and as for luma its version 9.1

Hmmm, last idea, is your FBI up to date? And are you launching it through HBL or an installed CIA?
If it's not up to date you can try launching the latest version from HBL with Rosalina and updating the CIA that way. After that the CIA will hopefully work and allow you to install games.
If you're already launching from HBL and you're not using Rosalina with hb title set to Download Play try that as that's the only title recommended for HBL launching. Although in Luma3DS 9.0+ this shouldn't matter anymore (not sure on this)
Anyway if the HBL version of FBI works you could always just use that to install games. It's a bit more of a hassle though.

Edit: Also, is your Luma3DS up to date? Hold Select on boot and tell us what it says.

luma is up to date
fbi is also up to date and i launch it from menu using th cia version i installed in hbl when i did the cfw install
if i finished all the guide can i even launch rosalina in download play and set hbl there now?

    @Xdqwerty yes, when you are installing Windows on the first steps you are asked for your current location, you MUST to select «international» so no bloatware is installed, because the bloatware is location based. if this night I have some time I will setup a VM and take screenshots.
