i installed net framework 4.0 and it didn 't work,then i installed visual studio and it worked

Fenix 97 is right because as he said to install Visual Studio 2010 I installed it and Roxas75's Tool v1.4 is absolutely working now....

Maybe is one of the component with Visual Studio, but is impossibe that a tool requre an IDE, if it request, so the tool is bad programmed.

I actually asked Roxas about them sometime ago. He said he doesn't have it anymore.

Sadly, there are no others that I've found. I was in pretty much the same situation as you.
