well, the keystone will be the same regardless of region if the fpkg doesn't use the original. you may be able to use a different keystone if it's a different region. it doesn't contain region information, only two lines that are generic, then two lines of the fingerprint, which is based on the passcode (the reason saves differ), then two lines of hash. can't say it will work, but it might be worth a try. if the base game is modifiable, you can change the keystone; no keystones for updates, so even a fake update wouldn't work as orbis wouldn't create one.
