Simple answer. No.
Complicated answer is if you have a DS/DS Lite and a Slot-2 flashcard then you can access the slot-2 card with the AceKard.
If you want a flashcard with a GBA emulator then you want a iSmartMM/iPlayer, Supercard DSTwo or a EX4i. Of these cards the Supercard DSTwo has the best compatibility but it is by no means 100%

You could buy an EZ Flash 3 in 1 to add GBA support via Slot 2 if you don't have a DSi. It's the cheapest solution.
