Installing time of cia is exactly the same as installing game from eshop (minus download time). There's nothing you can do about it, it's just the way 3ds works.should i use gateway on my n3ds or use the cfw?

You need to set key (that should be console-unique since firm is console-uniquely encrypted) in the area of memory that is also console-uniquely encrypted. And all those keys are cleared after boot.
