I'm using the latest HBL and mine freezes when loading the custom FBI after running waithax as well. I've successfully used waithax to install dsiwarehax, so I imagine the issue lies with the custom build of FBI.

Mrrraou has said that it's necessary to use this build of FBI with waithax.
