Cameras didn't work and the police are having trouble talking with other residents? They probably saw and heard what happened, but may not want to say anything out of fear?

Damn, this is awful.

well considering where she's from (and the fact no one's talking) this is the cartels doing, the father may have disobeyed orders and the girl was killed as retribution/ a warning the cartel has been known to kill children so i wouldn't be supprised

Seems plausible, cartels do some very gruesome stuff. I just read about 5 friends that were kidnapped a few days ago by a cartel in Jalisco, Mexico. The kidnappers tortured them and then forced them to kill each other.
