"If you have a PIN set on Luma, you must temporarily turn it off to do these steps, or you will get an “OTP Crypto Fail” error. You can re-enable the PIN after the update."
My problem is that i don't know what "a PIN set on Luma" is.

No, if you have an old 3DS then use the 11.2 payload and rename it to 11.4. If you have a new 3DS there is a payload for 11.4.Finished setting boot9strap (Updated from arm9loader).

Also is it better to reformat my system and sd card and start from scratch if I don't want to risk account ban? I do have quite a few games bought on eshop, dont mind loosing my saves and re install then from other .cia.
