where the hell do i get this folder? i was following the guide on the wiki and it said to put stuff in this folder and ive searched everywhere and have no idea where to get it.

Download WinRar and extract it. I hope you can "search everywhere" for it.

Next time you have a file with one extension that you doesn't know before, try searching at this http://filext.com/ to see what programs can open/work it.
