Add support for Venezuelan Time Zone

http://en.wikipedia.org/wiki/Time_in_Venezuela -> It's GMT -4:30 since 2008.

So yeah, it's not a big deal, I just have to substract 30 minutes from the forum time if I wanna know at which local time was a post/thread made in a specific board... but I'd love to see a new, updated timezone for Caracas in the Settings menu.

The zones are hardcoded, so very hard to add.
IPB3 has the UTC-4:30 timezone, so it'll be available after the update.
