All software on my new 3DS XL is gone

Hello, I had an issue with the eshop so I followed a thread online to copy the "build enctitlekeys.bin" file to 3ds\data\freeshop\keys.
However, after I rebooted the device, every software was gone. Including settings, FBI, Luma, etc. The whole menu is just empty.
May I know if it is an issue with a corrupted ticket or SD card? Or I should format the 3ds and hack it again? Please help, thank you!!

Check your SD card see what data is on the SD card, is it an empty card or you have data on it?

The eshop and system settings are back, but all the other ones ( FBI, luma, games) are still gone

You can try faketik Im not sure if it would fix your problem.
