It depends from library to library. If it uses architecture or OS-specific functions or data types then no, you can't, otherwise you indeed can. Of course, if you want to use a C++ library on a 3DS you should check if it is compatible with ARM CPUs: even if it won't work out of the box, it should at least make porting it easier.

Also, keep in mind that some popular libraries have already been ported (but I'm pretty sure you've already checked).
